Avon Lake, OH - James Cyril Hurm, age 75, passed away peacefully on June 1, 2026. A devoted husband, father, grandfather, public servant, and friend, Jim dedicated his life to making his communities stronger and improving the lives of those around him.


Jim was born on January 20, 1951, to Cyril and Muriel (Packy) Hurm. He was preceded in death by his parents and his beloved sister, Jean Ann. He is survived by his loving wife, Susan; his sons, Matt (Amanda), Kyle (Taylor), and Jon (Brittney); his daughter, Edit; and his cherished grandsons, Cyril James (C.J.), Cassius Liam (Cash), Matthew James (Matty), and William Alexander (Will).


A lifelong learner and passionate advocate for public service, Jim earned his undergraduate degree from Loras College, a Master of Public Administration from Northern Illinois University, and a Ph.D. in Public Administration from Hamline University. He believed deeply in the power of education and continually sought ways to grow personally and professionally throughout his life.


Jim's distinguished career in public administration spanned decades. He served as city administrator for the communities of Tracy, Minnesota; Shorewood, Minnesota; Austin, Minnesota; and Hales Corners, Wisconsin. He also served as Director of SIMPCO and as Congressional Liaison for U.S. Representative Mike Blouin. Throughout his career, Jim earned the respect of colleagues and citizens alike through his commitment to thoughtful leadership, public service, and community improvement.


A faithful Catholic, Jim lived his faith through service to others and active involvement in his community. He was a proud member of Rotary International and embraced its spirit of Service Above Self. Whether in his professional roles or through volunteer efforts, Jim was always looking for ways to make people's lives better and leave things better than he found them.

Outside of work, Jim was a passionate sports fan. He cheered faithfully for the Minnesota Twins, New York Yankees, Milwaukee Brewers, Minnesota Vikings, and Minnesota Golden Gophers. He was also a great pitcher for batting practice at the park, a role he enjoyed and one that many fondly remember.


Those who knew Jim will remember not only his intelligence and dedication, but also his humor. Family, friends, and colleagues could always count on his monthly funny and witty one-liner, delivered with perfect timing and a smile.

Jim's legacy lives on through the family he loved, the communities he served, and the countless people whose lives were made better by his kindness, leadership, and commitment to service.


In lieu of flowers, the family encourages acts of kindness and service in Jim's memory, reflecting the values that guided his life every day.


Visitation will be held from 9:00 AM to 11:00 AM with the funeral service following from 11:00 AM to 12:00 PM on 2026-06-13 at Immaculate Conception Catholic Church, 648 Main St., Lansing, Iowa.
