Seal Beach, CA - age 92, passed away on April 19, 2026, surrounded by the love of his family. He will be remembered for his integrity, his ommitment to public service, his love for his family, and his quiet generosity.

Born June 12, 1933, in Minneapolis, Edward was the sixth of seven children of Tracy (Theresa Shandel) and John Foley. He was raised in Minneapolis, where he attended DeLaSalle High School. In the early 1950s he proudly served two years in the U.S. Army. Following his service, he attended the University of Minnesota, graduating in 1957.

That same year, Edward moved to Los Angeles where he would build both his career and his life. In December 1958, he married Colleen Ann Steinhauser, also from Minneapolis. They made their home in Hacienda Heights, where they raised their four daughters. Together they built a life rooted in love, hard work, and family.

Edward earned his MBA from UCLA in 1962 and dedicated more than 35 years of his career to the County of Los Angeles. He served as CEO of Rancho Los Amigos Rehabilitation Center and later as CEO of Harbor-UCLA Medical Center. He concluded his career as Director of Hospitals for Los Angeles County before retiring in 1993. After retiring from the county, he spent two years as a vice president with the Hospital Council of Southern California in Orange County.

Throughout his career, Edward was involved in professional leadership. He served as Chair of the American Hospital Association's Section on Rehabilitation and Chronic Disease Hospitals and later chaired the Executive Board of the National Association of Public Hospitals. For more than a decade, he was a member of the Executive Board of the Hospital Council of Southern California.

After retiring Edward and Colleen moved to Palm Desert, where he embraced volunteer work with the same enthusiasm he brought to his professional life. He gave his time to the Indian Wells Tennis Garden, the BNP Paribas Open, Catholic Charities food distribution programs, and reading programs in local schools.

Ed was most proud of his family. He was an example to his children and grandchildren, demonstrating kindness, humility, and integrity in all he did.

Edward is survived by his beloved wife of 67 years, Colleen, and their daughters: Teresa Ann (Larry) Gonzales; Marie Elizabeth (Mark) Cole; Kathy Loretta (Roupen) Merjanian; and Michele Angela (David) Canziani. He is also survived by his grandchildren: Joel David Gonzales and Matthew Ian Gonzales; Lindsay Ann Cole (Nelson) Grigsby and Ryan Edward (Peixin) Cole; Patrick Raymond Canziani and Alison Colleen Canziani (Dominic) Giron; and John Avedis Merjanian and Megan Carroll Merjanian.

A funeral service will be held at St. Cornelius Church in Long Beach on Friday, June 12, at 10:00 am.
